Site Plan Control

Site plan control is a form of development control provided to municipalities under the Planning Act. Site plan control ensures a consistent image and look of the Township by applying consistent standards and guidelines to development on certain lands and for certain uses. The process allows for the Township to review and approve development details like building location, loading and parking facilities, landscaping, grading and servicing.

Site Plan Control Guidelines

The Township's Site Plan Control Guidelines state that all development in the following zones is subject to site plan control:

  • Commercial zones: Hamlet Commercial (C1), Tourist Commercial (C2) and Recreational Commercial (C3);
  • Industrial zones: Industrial (M1) and Extractive Industrial (M2);
  • Institutional (I) zone;
  • Mobile Home Park (MHP) zone;
  • Medical Marihuana Facilities in the Agricultural (A1, A2 or A3) and Rural (A4) zones;
  • Home Industries in the Agricultural (A1, A2 or A3) and Rural (A4) zones;
  • Farm Help House in the Agricultural (A1, A2 or A3) and Rural (A4) zones;
  • Day Care Facility in the Residential (RH, RLS) zones;
  • Group Homes in the Agricultural (A1, A2 or A3), Rural (A4) and Residential (RH, RLS) zones.

Levels of Site Plan Control

There are three different levels of site plan control:

Level 1 – Council Approval

  • New buildings or additions larger than 25% of the site's existing gross floor area;
  • Any medical marihuana facility;
  • New buildings or additions of any size that change the configuration of a site such as grading, parking areas, loading areas and vehicular access.

Level 2 – Planner Approval

  • New buildings or additions less than 25% of the site's existing gross floor area;
  • New buildings or additions greater than 25% of the site's existing gross floor area with no change to the existing site configuration at the discretion of the Manager of Planning.

Level 3 – Planner Approval

  • New home industry;
  • New help house;
  • New or expanded day care facility;
  • New or expanded group homes.

Application Requirements

In order to obtain site plan approval certain drawings, reports or studies will be required, including:

  • Site plan professionally prepared that shows how the site will be developed;
  • Building floor and elevation plans;
  • Lot grading and drainage plan;
  • Landscaping plan;
  • Other drawings, reports or studies identified at a pre-consultation meeting.

A pre-consultation meeting is required before submitting an application for site plan approval. The pre-consultation meeting will identify any studies or information that is required to be submitted with your application and the required application fees.
