About Our Fire Department

Wainfleet Fire & Emergency Services is composed of 41 Volunteer Firefighters, 7 Officers, 1 Deputy Chief and 1 Fire Chief operating out of 4 Stations with 9 Apparatus.

Fire Stations

 Station 1 - Winger

Winger, 43178, Highway 3

Constructed in 1947 of a concrete base with brick walls and metal clad roof over a former tar and gravel roof. The building has a small washroom in the rear with no other facilities for firefighters in the building. The building contains no accommodation area. There are no provisions for female and male facilities or shower/locker rooms.

Winger has 1 single bay, and operates one apparatus.

Station 1

Station 2 - Wainfleet

Wainfleet Village, 13907 Park Street

Constructed in 1971 of block with a steel flat roof and connected to the library and community hall. The community hall is used as the training and meeting room by the Fire Department.

The office is shared with the EMS service. The building has a small washroom off of the meeting room with no other facilities for firefighters in the building.The building contains no accommodation area. There is no provision for female and male facilities or shower/locker room for changing Wainfleet has 2 single bays and operates two apparatus.

Station 2

Station 3 - Burnaby

Burnaby, 11603 Lakeshore Road

Constructed in 1968 this is a two bay block building with wood frame roof with metal cladding over brick.

The building has a small washroom in the rear with no other facilities for firefighters in the building. The building contains no accommodation area. There are no provisions for female and male facilities or shower/locker rooms. Two Apparatus operate from Station 3.

Station 3

Station 4 – Schwoob (Wellandport)

Schwoob, 63959 Concession #6 Road

Constructed in 1982 this is a two bay station constructed of metal frame and metal external walls. The building has a small washroom in the rear with no other facilities for firefighters in the building.The building contains no accommodation area. There is are provisions for female and male facilities or shower/locker room for changing. Two Apparatus operate from Station 4.

The Fire Chief utilizes their personal vehicle (2015 Tahoe) as Car 1 for Fire & Emergency Services purposes.

Below is a list of Frequently Asked Questions about its operation.

Did the Township purchase the Fire Chief a Vehicle?
No.  The Township has not purchased a vehicle for the Fire Chief. The Fire Chief owns and pays for the licensing, insurance, maintenance and operations of their personal vehicle. 
Does the Township provide the Fire Chief a Vehicle?
No. The Township does not provide the Fire Chief a vehicle. The Fire Chief owns and pays for the licensing, insurance, maintenance and operations of their personal vehicle.
Does the Township Maintain the Fire Chief’s Vehicle?
No, The Fire Chief maintains their personally owned vehicle at their own expense.
Are there any insurance or liability concerns for the Township?
The Fire Chief maintains a Commercial Insurance Policy for the purposes of Township & Fire Services use at their own expense.
Does the Fire Chief get paid for his vehicle?
Like all employees (Council, Staff, Volunteer Firefighters), the Fire Chief is eligible to be reimbursed for their mileage, when using their personally owned vehicle for Township purposes at the approved Canada Revenue Agency rate. Which in 2019 was $0.58/km for the first 5000km.

What would it cost to provide the Fire Chief a command vehicle?

Utilizing Niagara Region's fleet purchasing program an emergency response prepped vehicle would cost approximately the following amounts:

Following the Township's Tangible Capital Asset policy, Light duty vehicles have an estimated service life of 10 years, which equates to approximately $8,000.00 per year.

Annual operating costs are broken down as follows:

This means that to provide the Chief a Vehicle would require approximately $17,800.00 annually.

What is the benefit of the Chief using his personal vehicle?

The Fire Chief is only eligble to be reimbursed for their mileage, when using their personally owned vehicle for Township purposes at the approved Canada Revenue Agency rate. In 2019 the Chief used his personally owned vehicle for Township purposes for approximately 6500km. 

When compared to the costs associated to providing the Chief a vehicle, this saved the Township an estimated $14,000.00 in 2019.

Do other Municipalities provide the Fire Chief with a vehicle?

Yes. All other local area municipalities provide their Chiefs with vehicles. The decision to not provide the Chief a vehicle was mutually made as a short term cost savings option, while other Fire Services priorities were being addressed.

The Fire Chief has included the vehicle in the fleet replacement forecast, and long term financial plan, to ensure appropriate funds are allocated for future purchases with minimal impact to taxes.

Is the Fire Chief’s personal vehicle illegal?
No, Under the Highway Traffic Act the Fire Chief’s personally owned vehicle was designated in September of 2018, as a "Fire Department Vehicle” in writing by the Mayor. As such all regulations and exemptions are provided when responding to emergencies.
Can the Fire Chief or Fire Department use Blue Lights?
Yes, Under Section 14.1 of the Ontario Highway Traffic, “Fire Department Vehicles” are permitted to use both red and blue flashing lights.

 Central Fire Station Project

During the 2019 and 2020 budget deliberations, Council approved a capital expenditure for a new fire station near Chambers Corners, which will result in the closure of existing Stations 1 (Winger) and 2 (Wainfleet).

What is required for a Fire Station to be Recognized?

Fire Underwriters Services (FUS) outlines what is required for a Fire Station to be recognized for Fire Protection Insurance Grading. The Table below outlines what is required and which Wainfleet Fire & Emergency Services buildings meet the requirements.

By combining Stations 1 (Winger) and 2 (Wainfleet), adding a Tanker, and redeploying personnel, WFES will be able to provide three (3) fully recognized Fire Stations.

How Many Stations will Wainfleet have?

At present Wainfleet Fire & Emergency Services operates out of 4 buildings but only Station 3 (Burnaby) is recognized by Fire Underwriters Services (FUS) as a Fire Station. The Master Fire Plan (2013) and the Fire Services Operational Review (2016) recommended Wainfleet operate three fully functional Fire Stations to best serve the entire township. By combining Stations 1 (Winger) and 2 (Wainfleet) and redeploying personnel, WFES will move from 1 recognized station to 3. 

 How will the Fire Station be paid for?
ASR-016-2020 outlines a funding model that would use a combination of a 15 year and a 25 year debenture. The repayment of those debentures would be phased in over 3 years using a combination of reserves and the tax levy. 
Based on the Council approved 2019 and 2020 Capital budgets, the following tables outline what the impact that the repayment plan may have on the Municpal portion of the property tax.

Why not build an addition and renovate Station 1 (Winger)?

The Existing building is 22' x 40' and was built in 1947 with a low ceiling height. The building does not meet any Post Disaster requirements, and cannot be renovated without extensive re-engineering.

A 5,000 sq.ft. building would be required to meet the spatial needs of a satellite station such as Winger.

The existing property is 100' wide by 145' deep or 14,500 sq.ft. and the maximum lot coverage for an institutional property is 30% resulting in a maximum building size of 4,350sq.ft.

The property is also bounded by a Municpal drain on the North and West property boundaries where the required set back from a Municipal Drain is 11metres (36'), and fronts Highway 3 to the South where the required setback is 14 metres (46').  

The existing property does not provide sufficient space for the building, septic, driveway, parking and site services.

 

The cost to remove and replace station 1 with a 5000 sq. ft. building would also cost approximately $2,000,000.00

This would be in addition to the $5,185,000.00 required to renovate and add on to Station 2 (Wainfleet) as outlined in the next questions.
Why not build an addition and renovate Station 2 (Wainfleet)?
The spatial needs assessment identified that approximately 6800 sq. ft. would need to be added to Station 2 in order to meet the current and future needs of the Fire Service. The remaining space to be renovated is approximately 5800 sq. ft. New construction is typically more cost effective than re-engineering and renovating existing structures.

Two options had been developed, both creating negative impacts and costs constraints as both options would see the  existing truck bays, meeting room, community hall, washrooms and kitchen be completely stripped down to the foundation and rebuilt to post disaster standards and then renovated for the various spaces and needs. 

This would result in a disruption in service of both the station and community hall during this time, the library would not be provided future addition space if needed, Township Office, Community Hall and Libraby would not have the space required to become Accessibility for Ontarians with Disabilities Act (AODA) compliant.

Both Options would also require a decision to be made regarding Station 1 (Winger). 

Closing Station 1 would result in a service gap between Stations 2 & 4 (Schwoob).

Renovating or Rebuilding Station 1 would result in additional costs now exceeding the proposed Central Station project.

Option 1

Three double deep bays with operational space such as bunker gear, maintenance and SCBA filling rooms placed to the side. This layout would require approx. 80 feet wide and 90 feet deep, and due to roadside setbacks would result in losing all the roadside parking both in front and staff parking behind the building. The addition would also encroach into the public works parking area and would not provide sufficient turning radius for the large vehicles such as plows, graders and fire trucks.

 

Option 2

Six single deep apparatus bays with with operational space such as bunker gear, maintenance and SCBA filling rooms placed at the back of the bays. This layout would require about 100’ wide and 70’ deep with the apparatus doors opening towards the Public Works building, resulting in a loss of Public Works staff parking. This layout would also encroach into the Cenotaph area.
