The Township of Wainfleet manages a diverse portfolio of municipal infrastructure assets that support essential services and quality of life for residents and businesses. These assets include roads, bridges and culverts, stormwater systems, buildings, parks, fleet, and equipment.
Asset management is the coordinated approach used to plan, operate, maintain, renew, and replace these assets in a way that balances service levels, cost, and risk over the long term.
The Township’s asset management program is guided by its Asset Management Policy and implemented through its Asset Management Plans, in accordance with Ontario Regulation 588/17 (Asset Management Planning for Municipal Infrastructure) under the Infrastructure for Jobs and Prosperity Act, 2015.
Asset Management Policy
The Township of Wainfleet’s Asset Management Policy establishes the framework for how municipal infrastructure assets are managed across their full lifecycle. The Policy supports sustainable service delivery, fiscal responsibility, transparency, and continuous improvement, while aligning asset management practices with the Township’s strategic priorities and provincial requirements.
Policy Commitment
The Township is committed to an integrated, enterprise-wide approach to asset management that:
- Supports sustainable and reliable service delivery
- Balances cost, risk, and performance over the lifecycle of assets
- Embeds asset management into financial, operational, and strategic decision-making
- Promotes intergenerational equity, ensuring future taxpayers are not disproportionately burdened
- Integrates climate resilience and sustainability into infrastructure planning
Policy Objectives
The Asset Management Policy is intended to:
- Optimize lifecycle costs and maximize value for taxpayers
- Maintain and monitor levels of service that reflect community needs
- Support transparent, evidence-based decision-making and reporting
- Strengthen risk management by identifying critical and vulnerable assets
- Incorporate climate change considerations into infrastructure planning
- Promote continuous improvement through better data, systems, and processes
Scope and Governance
The Policy applies to all municipally owned infrastructure assets that meet the Township’s capitalization threshold. Asset management responsibilities are shared across the organization, with defined roles for staff, senior management, and Council.
Council provides oversight and approval of the Asset Management Policy and Asset Management Plans, while staff are responsible for implementation, data management, and ongoing refinement of asset management practices.
Asset Management Plans (AMPs)
Asset Management Plans translate the principles of the Asset Management Policy into actionable, data-driven plans. They provide a structured assessment of the Township’s infrastructure assets and identify the investment required to maintain current service levels over the long term.
The Township of Wainfleet has achieved compliance with the July 1, 2024 provincial requirements under O. Reg. 588/17.

This approach uses asset condition data, lifecycle strategies, risk assessment, and long-term financial forecasting to support sustainable service delivery and responsible infrastructure investment.
2024 Asset Management Plan Highlights
The 2024 Asset Management Plan provides a comprehensive assessment of both core and non-core assets, including:
- Roads
- Bridges and culverts
- Stormwater systems
- Buildings
- Land improvements
- Fleet
- Machinery and equipment
Key findings include:
- $257.6 million total replacement value of municipal infrastructure
- 77% of assets are in fair or better condition
- 97% of assets have assessed condition data
- An estimated $6.6 million annual capital funding gap
The Plan represents a snapshot in time based on the best available data and will continue to evolve as asset information, condition assessments, and financial strategies are updated.
Continuous Improvement and Transparency
Asset management is an ongoing process. The Township is committed to continuous improvement by:
- Regularly updating asset inventory, condition data, and financial forecasts
- Aligning technical studies (e.g. Roads Needs Studies, bridge inspections, building condition assessments) with the Asset Management System
- Integrating asset management outcomes into annual budgets and long-term financial planning
- Engaging and informing the public on infrastructure needs, service levels, and investment priorities
